China is unlikely to agree to any binding pact on greenhouse gas emissions that will replace the Kyoto Protocol, an EU official said Wednesday.  Guido Sacconi, the chairman of a visiting European Parliament delegation, said that was the impression he got after three days of talks in Beijing with government and environmental officials.  Rapid economic growth in China and India will have devastating consequences for the world's energy supply if those emerging countries do not ramp up efforts to curb demand and greenhouse gas emissions, the International Energy Agency said Wednesday.
